Effective November 23, 2023, a new rule has been implemented by the DOB, bringing significant changes to the inspection requirements for parking garages.
All garages, regardless of their scheduled inspection date between 2024 and 2027, will now be required to undergo an initial inspection no later than August 1, 2024.
This decision was made to address concerns about potential safety hazards going unnoticed for extended periods.
Garages falling under Subcycles 1B and 1C will have an additional one-time initial inspection alongside their regular inspection during the filing cycle. However, owners of garages in upper Manhattan and Brooklyn can be exempted from this additional initial inspection if they submit an acceptable parking garage Compliance Report before August 1, 2024.
The new rule outlines the criteria for the Initial Report, which mandates a Qualified Parking Structure Inspector (QPSI) to assess various aspects such as structural components, waterproofing systems, fireproofing/fire stop systems, and wearing surfaces.
The QPSI's evaluation should consider factors like the garage's age, construction type, exposure, maintenance history, and repairs. Any identified deficiencies or unsafe conditions must be promptly reported to both the owner and the DOB.
