Good news was announced at the NYC Accelerator event that took place this Tuesday attended by Falcon Engineer, Rick Hahn. In recognition of the ongoing frustration on behalf of building owners and energy professionals, the city has decided to extend the Local Law 97 (LL97) extension deadline through the end of 2025. Building owners who need more time to file reports beyond June 30, 2025, can apply for an extension until August 29, 2025, which will extend their reporting deadline to December 31, 2025.
What does this mean for the Local Law 88 (LL88) deadline that is fast approaching? If you are only required LL88 without LL97, you need to comply this month or face the associated penalties.
2025 Compliance Timeline for LL97, LL88, and LL84
June 30, 2025 – Primary Deadline
- LL97 reports due (unless extension requested).
- LL88 reports due (no extension allowed unless paired with LL97 extension).
- LL84 benchmarking due (unless LL97 extension is granted).
August 29, 2025 – Extension Request Deadline
- Final day to apply for LL97 extension via BEAM portal.
- $60 fee.
- A professional attestation is required (such as an engineer).
- If approved:
- LL97 deadline moves to December 31, 2025.
- LL88 deadline also moves (if both are required).
- LL84 deadline also moves.
December 31, 2025 – Final Deadline (If LL97 Extension Approved)
- Extended due date for:
- LL97
- LL88 (if applicable)
- LL84 (if LL97 extension granted)
Other Important Notes
- LL88 compliance plan allowed instead of full report (Articles 310/311), but doesn't avoid penalties if action isn't taken.
- LL97 mitigation pathways:
- Article 320 (Good Faith Efforts): LL88 compliance plan satisfies 2025 obligation.
- Article 321 (Energy Projects): Commitment letter acceptable until LL97 filing deadline (including extension).

- Submitting payment and generating a DOB NOW Payment Confirmation Number,
- Uploading supporting documentation and confirming Registered Design Professional (RDP) or Qualified retro commissioning (RCx) agent attestation.
